Encarta Encyclopedia 000 Setup installs system files that may be shared with other programs.
To prevent conflicts during Setup, it is important to quit all open programs and close all open windows before installing the encyclopedia.
NOTE If Setup unexpectedly quits, it may be because you do not have a licensed copy of Encarta products.
Note for Windows NT users To install Encarta Encyclopedia on a Windows NT machine, you must be a system administrator. The encyclopedia no longer supports the /a and /n switches for administrative network setup. For details on setting up the encyclopedia on a network, see the Network Administrators Guide (NAG.HLP) in the Support directory on either the Encarta Encyclopedia 000 compact disc or the Installation and Resources compact disc.
NOTE When you install to a compressed drive, Setup is not able to accurately estimate the amount of disk space required. If Setup fails, you will need to delete files from your hard drive until there is room to install the encyclopedia.

If youve installed Encarta Encyclopedia and cannot start the program, check that the name of the folder in which you installed the encyclopedia does not exceed 64 characters. If the folder name is longer than 64 characters, you should uninstall and then reinstall Encarta Encyclopedia.

IMPROVING THE SPEED OF YOUR COMPUTER
Encarta Encyclopedia uses the random access memory (RAM) of your computer to display pictures and play sounds, animations, and videos. If Encarta Encyclopedia runs slowly or you see out-of-memory messages, Encarta Encyclopedia may not have enough memory. The following suggestions may make Encarta Encyclopedia run faster.
Enable your computers virtual memory.
Quit all unnecessary programs.
Clean up (defragment) or optimize your hard disk by running a defragmentation program such as Disk Defragmenter, which is included with Windows 5/8.
Ensure that your CD-ROM drive is MPC Level . Check the documentation that came with your CD-ROM drive.
Add more RAM to your computer. To run Encarta Encyclopedia you need at least

IMPROVING CD-ROM PERFORMANCE
Windows 5/8 provides settings for CD-ROM caching and for accessing various CD-ROM drive speeds.
To adjust the settings of your CD-ROM drive
1. Right-click the My Computer icon on your desktop, and then click Properties.
. On the Performance tab, click File System.
. On the CD-ROM tab, move the Supplemental cache size slider all the way to the left (to the Small position).
4. In the Optimize access pattern for box, click No read-ahead.
WARNING In the Optimize access pattern for box, click only No read-ahead or the setting that matches the speed of the CD-ROM drive. If you click a setting that is faster than the speed of the CD-ROM drive, you may experience one or more of the following problems
Performance of the CD-ROM drive decreases significantly.
Media files on the CD-ROM skip or stutter when you play them.
You receive Error reading file or Cannot read from drive messages when you attempt to open a file on a CD-ROM.
The computer stops responding when you attempt to open a file on a CD-ROM.
5. Click OK, and then click Close.
6. When you are prompted to restart the computer, click Yes.
For ongoing problems with CD-ROM drive performance, contact the manufacturer of your CD-ROM drive.

CD-ROM PROBLEMS
Do not remove the encyclopedia compact disc from your CD-ROM drive while running Encarta Encyclopedia unless asked to do so by Encarta Encyclopedia. If the encyclopedia cannot find the data files it needs to run, youll see an error message prompting you to correct the problem.
To find the source of the problem
Make sure the encyclopedia compact disc is correctly inserted into the CD-ROM drive.
If you have an external CD-ROM drive, make sure the power is turned on.
Make sure that the drive is correctly connected to your computer and is functioning from Windows. You can test the function at an MS-DOS prompt by viewing a directory of the drive at a command prompt.
To do this, click Start, point to Programs, and then click MS-DOS Prompt. Change to the CD-ROM drive at an MS-DOS prompt (if your CD-ROM drive letter is D, type d (without the quotes) then press ENTER), type DIR /S, and then press ENTER. A listing of all of the files on the compact disc should scroll on the screen and you should not receive any errors.
Make sure the compact disc is clean. If you see fingerprints, smudges, dust, dirt, hair, etc. on the all-silver side of the compact disc, clean it off. The best way to clean a compact disc is to moisten a soft cloth with either window cleaner or water, and wipe in straight lines outward from the center of the disc.
Make sure the CD-ROM drive doesnt conflict with other hardware. In Windows 5/8, you can check for conflicts with your CD-ROM by clicking the My Computer icon with the right mouse button and selecting Properties. On the System Properties screen select the Device Manager tab and look for the CD-ROM in the list. If it appears with an exclamation point to the right of it, there is a conflict with the hardware setup. Check the manuals that came with your CD-ROM drive for information on how a CD-ROM is to be set up, or contact the company that supplied the drive.

SOUND CARD AND SOFTWARE CONFLICTS
Real Magic sound card
On a machine with a Real Magic sound card and running Windows 5, the short button-click sounds make the encyclopedia hang. This is a driver conflict that occurs in Media Player as well. The sound card manufacturer, Sigma Designs, is looking into this.
Microsoft SoundBits
With Microsoft SoundBits installed and enabled, you wont hear any audio on the home screen. To resolve this problem, click the Start button, point to Settings, and click Control Panel. In Control Panel, double-click Sounds. Select Your Old Scheme from the Window Schemes list box. Click OK and this will disable SoundBits.
PC Speaker Driver
Media (sounds, videos, or animations) in Encarta Encyclopedia will not play properly with a PC Speaker sound driver. To play videos and animations, you can disable the PC Speaker driver, and reconfigure your computer to use another sound driver. For information about disabling or changing your sound driver, see your Windows documentation.

IF YOU SEE BLACK LINES IN INTERACTIVITIES OR ANIMATIONS
If you have the ATI Mach64 video card with the Mach64GX RevD chip (also known as ATI Graphics Pro Turbo PCI) or the ATI Rage Pro Turbo video card, you may see black lines across the screen during transitions between screens in InterActivities and animations. To solve this problem, upgrade your video driver.
You should get the upgraded video driver from the same company that provided your video adapter card. For instance, if your video adapter card came installed in your computer, contact the computer manufacturer for the upgraded video driver. (Each video card provider has custom drivers to support custom features for their hardware configurations.) If no driver upgrades are available from the manufacturer of your computer, or if you purchased your video adapter card directly from ATI, then you can download a generic version from http//www.atitech.com.
Important It may be necessary to open the computer box to get the appropriate serial number and model number information to supply to your computer manufacturer. This work should be done only by a certified computer repair person.

To do this, click the Start button, point to Settings, and click Control Panel. In Control Panel, double-click Display. Click the Settings tab. Change the Color or Color Palette setting to 56 Colors.

IF YOU RECEIVE A FATAL ERROR WHEN LINKING TO ARTICLES
If you receive a General Protection Fault when you try to connect to a Contents page for an article, your video card driver may be incompatible with Encarta Encyclopedia 000. There are known incompatibilities with some drivers of the Diamond Stealth D 000 Pro, Diamond Viper V0, and STB Nitro D video cards (though this list does not include all possible video cards).
To solve this problem, try these suggestions in this order. If one step fixes the problem, you do not need to continue with the next step.
Install an upgraded video driver. You can get upgraded drivers for Diamond video cards on the Web at http//www.diamondmm.com. You can get upgraded drivers for STB video cards at http//www.stb.com.
Change your color palette to either 56 Colors or True Color (4-bit or -bit). Click Start, point to Settings, and then click Control Panel. In Control Panel, double-click Display. Click the Settings tab, and then choose an option for Color or Color Palette. Encarta Encyclopedia 000 is not compatible with 16 Colors.
Turn off the display of Contents pages in Encarta Encyclopedia. In Encarta Encyclopedia, click the Options menu, then click Settings. In the Settings dialog box, click Skip Contents Pages so that there is a check mark visible in the check box. This affects only links from the Pinpointer and from other articles.
You can still see Contents pages by clicking the Contents Page button, but you may experience crashes.

If you have the STB Velocity 18 version 016 video card, you may experience fatal errors when loading a Virtual Tour. This problem occurs when your monitor is set to use 56 Colors.

What is the Assembly?
The New York State Legislature, which is older than the U.S. Congress, was established as a law-making body in 1777. The Legislature is comprised of two houses, the Assembly and the Senate, both of which have co-equal powers. These two houses have the power to make all laws in all areas of the state except those that have been reserved to the federal government or to the people.
The first Assembly, under the Constitution, was composed of seventy members from the existing fourteen counties of the State. Only possessing twenty pounds, tenants paying an annual rental of at least forty shillings and taxpayers were eligible to be Assemblymembers. An increase of one member could be added to the membership whenever the census (every ten years) showed an increase of one-seventieth in the population, until the total membership had reached 00. By 1801, the number of members had increased to 108, but the law was found to be unequal. Consequently, a Constitutional amendment was adopted that year reducing the membership to 100 and fixing as the maximum to which it could be increased. This increase was to be allowed, after each census, at the rate of two new members annually. In 1808, twelve new members were added and in 1815 there was a further increase of fourteen. The Constitution of 181 fixed and limited the membership of the Assembly at 18. This number remained in effect until 184 when the Constitution of that year increased the membership to 150.

What is the Assembly?
The New York State Legislature, which is older than the U.S. Congress, was established as a law-making body in 1777. The Legislature is comprised of two houses, the Assembly and the Senate, both of which have co-equal powers. These two houses have the power to make all laws in all areas of the state except those that have been reserved to the federal government or to the people.
The first Assembly, under the Constitution, was composed of seventy members from the existing fourteen counties of the State. Only possessing twenty pounds, tenants paying an annual rental of at least forty shillings and taxpayers were eligible to be Assemblymembers. An increase of one member could be added to the membership whenever the census (every ten years) showed an increase of one-seventieth in the population, until the total membership had reached 00. By 1801, the number of members had increased to 108, but the law was found to be unequal. Consequently, a Constitutional amendment was adopted that year reducing the membership to 100 and fixing as the maximum to which it could be increased. This increase was to be allowed, after each census, at the rate of two new members annually. In 1808, twelve new members were added and in 1815 there was a further increase of fourteen. The Constitution of 181 fixed and limited the membership of the Assembly at 18. This number remained in effect until 184 when the Constitution of that year increased the membership to 150.

In the Assembly, the presiding officer is the speaker, elected by the members, upon the nomination of the majority party. The speaker in the Assembly, directing the course of business, rules on procedure, and certifies the passage of bills. The speaker may leave the chair to debate on any measure, although it is rarely done, and may vote but is not required to do so except to break a tie. The speaker makes all committee assignments and appoints and directs the work of most of the Assembly staff. The current Assembly Speaker is Sheldon Silver.
The Constitution permits, with certain restrictions, legislative reapportionment by legislative enactment. Reapportionment is the act of re-defining the boundaries of legislative districts, according to the census. Acts reapportioning the Assembly districts were passed between 187 and 1. Reapportionment takes place every ten years based on population.
Under a reapportionment act passed at a special session in 164, the Assembly had 165 members in 166. In 166, the courts set up a reapportionment plan that returned the Assembly to a membership of 150 to be elected in 166 for two-year terms, a number and term that still exists today. The arms of New York State were officially adopted in 1778. The center shows a ship and sloop on a river bordered by a grassy shore and a mountain range with the sun rising behind it. Liberty and Justice stand on either side, under an American eagle.
Liberty holds a staff topped with a Phrygian cap, symbolic of the cap given to a Roman slave upon the formal act of emancipation and freedom. This cap was adopted by French revolutionists as a symbol of liberty, especially in the U.S. before 1800.
The figure of Justice is blindfolded and carries a sword in one hand and scales in the other. These symbols represent the impartiality and fairness required for the assignment of a merited reward or punishment.

State Fruit
The apple was adopted as the State fruit in 176. Apples are sweet and crisp. They come in many varieties, such as Golden Delicious, McIntosh and Winesap.

State Tree
The sugar maple is our main source of maple syrup made from sap stored in its trunk. Its leaves are pointed and turn bright colors in the fall. The sugar maple was adopted as the State tree in 156.

The rose was adopted as the State flower in 155. Roses are soft, fragrant flowers with thorny stems. They grow in bushes and are seen in many gardens.
State Insect
The ladybug is an orange beetle with black spots. It helps gardeners by eating tiny pests that ruin plants. The ladybug was adopted as the State insect in 18.
State Bird
The bluebird was adopted as the State bird in 170. The bluebird is one of the first birds to return North each spring.
State Animal
Beavers build dams across streams by packing mud with their long, flat tails. The beaver was adopted as the State animal in 175.
State Fish
The brook trout was adopted as the State fish in 175. Brook trout live in freshwater brooks, lakes and streams.
State Fossil
Eurypterus remipes, a 40 million year-old eurypterid, was adopted as the State fossil in 184. Eurypterids are extinct, distant relatives of the horseshoe crab.
State Gem
The garnet was adopted as the State gem in 16. Garnets are used in jewelry and are a dark red color.
State Muffin
The apple muffin was adopted as the State muffin in 187 as a result of the efforts of students throughout New York State. Apple muffins are made by adding small pieces of apple to muffin batter before it is baked.

there is a serious risk that European tourists may choose to holiday within the euro-zone rather than incurring the money-exchanging costs and extra
inconvenience that a trip to Britain would entail.
British firms have every reason to complain that the British government
did not do enough to prepare business for this momentous change. More could
and should have been done. After all, two years ago the government spent £60
million raising public and business awareness of the millennium bug, and £80
million tackling the threat to its own systems. It even set up a company, Action

By way of contrast, Gordon Brown, the Chancellor of the Exchequer,

500 senior board directors found that 5 percent would like Britain to join the

government will call a referendum in the Spring of 00. Pressure from business
and political leaders for the government to announce its intentions has been
intense. The introduction of the euro has made people aware that there is a
political and economic price to be paid for Britain’s isolation from the new
currency.
The Price of Isolation
Isolation from the euro carries serious risks for Britain. As long as Britain’s
position remains uncertain, it risks losing trade, inward investment, and jobs.
And of course British consumers will continue to be burdened by the highest
price levels in Europe.
Britain has long been a trading nation. For the past 00 years our
economic success and the prosperity of our people have depended on our ability
to trade competitively with our partners in other countries. Today, Europe is
Britain’s most important trading partner. Over half of our trade is with the
countries of the European Union, and almost 60 percent of British exports go
to those countries. It is estimated that 750,000 British businesses are involved
in trade with Europe.
Britain’s trade with its European partners has expanded dramatically
since it joined the European Union in 17. At that time, only 5 percent of
British exports were destined for European markets. Over time, the European
Union has systematically removed tariff and non-tariff barriers to trade between
its members. This liberalization has been of enormous benefit to Britain. Indeed,
the United States is experiencing the same effect as NAFTA reduces barriers to
its trade with Canada and Mexico.
By creating a single currency, the European Union has removed the last
major barrier to trade between its members. This is a liberalizing step with
potentially enormous significance, the effects of which are already starting to
be felt in the euro-zone.
For example, in 18, prior to the creation of the euro, German imports
and exports to other euro-zone countries accounted for 7. percent of GDP.

Professor Andrew Rose of the University of California, has predicted that
membership of a common currency could triple the amount of trade between
member countries over 0 years. Even if this proves to be an overestimate, the
fact that Canadian provinces do twenty times as much trade with each other as
they do with U.S. states an equal distance away, and with whom they share
culture, language, and a single market must tell us something about the importance
of a separate currency as a barrier to international trade.
Business in the UK has suffered a serious competitive disadvantage as a
result of the volatility of the pound sterling. The overvaluation of sterling, and
its frequent and unpredictable fluctuations on the foreign exchange markets,
makes it difficult for British exporters�and their customers in Europe�to plan
ahead with any degree of confidence.
The euro means that; for instance, a French firm selling to Italy no longer
has to worry about whether the currency will change in value. However, British
firms still do. Over time this uncertainty and the extra risk involved in buying
from a firm based in Britain could well erode the competitive position of Britain
in the European market.
Indeed, Britain is more exposed to currency fluctuations than either the
United States or the euro-zone. This fluctuation is caused by the fact that
manufacturing exports to countries with a different currency account for 7
percent of UK’s manufacturing output, compared to 1 percent of the euro-
zone’s, and 14 percent of the United States’. Joining the euro would reduce
these kinds of fluctuations and risks with Britain’s biggest trading partner.
